In a sport where you're already on top by a hefty margin, I don't see a big issue with it. Granted, the level of competition is lower, but the Rally America series operates in this way. Higgins and Pastrana duke it out on the main roads first and then everyone else follows through. Perhaps in the WRC it is less fair considering the higher number of top-level competitors.
