Startup smoke
After sitting for a while it would typically be valve seals. Even on a built motor, the rings should seal. Unless they set the ring gaps pretty large I would expect a little blow by and smoke on startup. I know manley uses harder rings and it might take a little heat to get them to seal after... -

Testing a new turbo coming to the market.

04 STI long block

So I rebuilt cyl 2. Alin stopped by to check it out. The piston was fine, it was a bad oil scraper ring causing it to burn so much oil. I rehoned the cylinder, gapped and installed new rings. There was so much carbon build up from the oil it hot tanked the head and cleaned it up. I relapped the... -
Need help TGV sensor
Im not sure if this was covered or not but when you did the test, were you holding the throttle wide open? If not, this could explain the lower numbers but typically you dont want to see a large difference. They should be about even. A common reference is 10% of each other. -

Is this normal for a VF39?
Looks like normal balancing. They machine it/grind it to balance it out. It does look like a poor casting in the one area. Also, with the black soot around the housing looks like you are a little rich but thats ok.
